2. Approve Board Meeting Minutes of October 14, 2024
Motion to approve minutes made by Jennifer, seconded by Ann carried unanimously
3. Treasurer’s Report
Beginning balance: $3,107.50 and ending balance: $5,038.16 mostly from Home Tour ticket sales
We also paid our yearly $400 liability insurance and redeposited the working cash used during the tour.

4. Home Tour Report
The preliminary numbers are 150 tickets sold, there will be fuller report soon. There was a hiccup on the shuttle, but people said they enjoyed walking and everyone got to see the homes. There was positive feedback from the Tour.
5. New Luminary Build day is Wednesday, December 18
The build will still be at 918 Hunter Lane starting around 1 PM. We will buy kitty litter and skip the sand drying. We have the candles.
All are welcome to help for any amount of time.
6. Candle Purchase Receipt

So far there have been 9 responses as to when we have the meeting this year: 1 for in-person in January with mask optional, 1 for in-person January with masks or Spring, 2 for Zoom, 3 for Spring, and 2 who will go with the majority.

6. Neighborhood Mail Carrier
Mike has been cheerfully delivering our mail for 30 years. Christmas Eve is his last day! How might we honor his service?

4. Park Workday Report
On Saturday, Oct. 16 we planted 82 daffodil bulbs, put in edging to contain the flower bed on the corner and painted the sign; the paint was donated. Expenses: bulbs $53.82, edging $46.80 and stakes $47.45 for a total of $148.07.
There was a discussion to extend appreciation to Nan Taylor; she has worked for many years to beautify the Park.

5. Fall Gathering
This was held on Sunday, October 17 with Knoxwich Food Truck; approximately 30 people attended. The food truck waived the deposit because they sold enough items.
6. Luminary Build
We decided to move luminary construction to Sunday, Dec.19.
7. Annual Meeting
According to our bylaws officers are elected in odd-numbered years and one member-at-large so is elected in even years so one member-at-large will need to be elected in 2022; member-at-large Bond Almand was elected in 2020. Our last annual meeting was delayed until April so that we could meet outside.
8. Other
  • It was suggested to investigate getting historic plaques for homes such as the Gray Tower
  • Progressive dinner ideas were discussed including using porches/patios and splitting the hosting work from the food preparation work; maybe have this in April (note: April 17 is Easter)
  • People who recently paid dues are considered paid for 2022.
  • There was a discussion about possible downtown developments including a possible development of a botanical garden. We are a member of the Maryville Downtown Association.
  • There was a discussion about how to get more people involved in our Association.

5. Neighborhood Trees
Maryville is designated as a Tree City and has a Tree Committee which meets as needed; minutes can be obtained from Brian Boone, bboone@maryville-tn.gov.
Our neighborhood has some parkway trees that appear to be dead or dying and two parkway trees were recently cut down. Also with backyard utilities many trees are along power lines. As yet there is no inventory of city trees. The Tree Commission in Chattanooga is being used as a model to develop Maryville’s Tree Commission. Funding is a challenge.
6. College Hill Park Work Day
Saturday, October 16 is set for a day in the park. We will be getting compost from the City and add edging to the corner flower bed.
Motion to fund up to $200 for edging made by Jim T, seconded by Brad carried unanimously.
7. Fall Gathering Discussion
Sunday, October 17th from 2 to 5 pm will be our Fall Fun Day. Knoxwiches is the Food Truck that we are going to have. They take preorders and will be available from 2:30 to 4:30. We will also have a cakewalk and cookie decorating. The Association will provide water and ice tea. There is a minimum of $100 for the food truck.
Motion to place an ad on Facebook for $25 made by Chris, seconded by Ann and carried unanimously.
8. Postcards to Notify Neighborhood of Events
Motion to approve up to $200 for postcard notification of fall events made by Jim T, seconded by Chris carried unanimously.
9. Other
  • An idea was introduced to “Boo” your neighbors in a friendly way with a treat and a note to encourage other neighbors to “boo” their neighbors.
  • Joining the Downtown Maryville Association could help our neighborhood as we are adjacent to the downtown. We would be represented at monthly meetings.
    Motion to pay $100 in yearly dues to the Downtown Maryville Association made by Jim T, seconded by Ann carried unanimously.

5. Flag Report
Thank you to all who helped with distributing and gathering the flags. The flags have been cleaned and packed up for next year. There are always some flags that need to be replaced though so 24 more flags were purchased for about $50. The deteriorated flags were given to the VFW for proper disposal.
Motion to approve an amount of $43.38 reimbursement to Jim Volk for purchase of flags made by Jenifer, seconded by Bond carried unanimously.
6. College Hill Park Work Day
A compost mix is available at the City of Maryville Water Treatment Facility. This mix would help with the thin layer of material on the flower bed and help around the trees in the park. Maybe there should be more perennials included in the flower bed.
October 16th will be a park workday.
7. Trees at Magnolia Cemetery
The Magnolia Cemetery Board has plans to replace dying trees with a type of Maple Tree, such as Autumn Blaze, that does not have roots that extend above ground-level. The shed in the cemetery is no longer needed.

8. Food Truck Party
Discuss possible dates – maybe this fall – for a celebration with a food truck!

October 17 from 2 to 5 is the proposed date for the Fall Gathering.

Owner’s of 341-347 Indiana Ave., originally a single-family home, are suing the City in order to sell the property as a multiunit dwelling.

2. Approve March Board Meeting Minutes
Motion by Chris seconded by Ann to approve the minutes carried unanimously unanimously
3. Financial Report
No new activity. The balance is $5,126.24
Motion by Bond, seconded by Jennifer to approve the Treasurer’s Report carried unanimously
4. Meeting Schedule for the remainder of the year
It was proposed that the 2nd Monday every month be the new evening for Board meetings. Dates: no meeting in July, Aug. 9, Sept. 13, Oct. 11, Nov. 8, Dec. 13. Dave Clearman, new owner of the Maryville Corner Market invited the Board to meet at that store, 800 Montvale Road. The Board will continue the tradition of providing refreshments by way of establishing a fund in the Association’s account in which board members will contribute funds and then the treasurer will use that to pay for refreshments.
Motion by Jim Tedford seconded by Bond to have the board meeting on the 2nd Mondays of the month as described above carried unanimously
Motion by Jennifer seconded by Ann to conduct the meetings at the Corner Market, refreshments to be paid for by the Board Members carried unanimously
5. Gift Cards for New Neighbors
New people have moved into the neighborhood
Motion by Arianne, seconded by Bond to approve $200 for ten $20 gift cards from local businesses to distribute to new neighbors approved unanimously
6. Discuss Appointing Street Captains
There was a desire to have someone on each street be a designated street captain. A motion was made to include a free membership plus a tee shirt for street captains.
Motion by Chris, seconded by Ann to amend the motion to just have a tee-shirt as a thank-you gift for street captains. The motion, as amended, carried unanimously
7. 4th of July Flag Display.
Independence Day is on Sunday this year so the flags will be on the porch of 918 Hunter Lane by Thursday, July 1 to allow ample time position them on our neighborhood streets.
8. Trees at Magnolia Cemetery
TThe Cemetery has lost many trees. Perhaps we could donate some new trees. Jim Volk will talk to Tom Taylor about trees that we could donate including a Magnolia tree.
9. Food Truck Party
Discuss possible dates for a celebration with a food truck! August was suggested as a possible month to find dates. We should probably make plans to book food trucks for next year to get certain dates. There were some questions about what if a food truck also had a liquor license. Maybe pick a home where there is space to picnic.
10. Other
  • Research permission to have a kiosk at the College Hill Park where upcoming events could be posted
  • We have small banners, let us get them to members so that they can be displayed.

2. Financial Report
Balance: $5,021.24 after adding additional dues. Neighborhood events account for most of our expenses.

    • During a normal year they are:
  • Freedom Picnic – basic supplies such as food and decorations
  • Flags for 4th of July display
  • Neighborhood Gathering supplies (some of the food and bounce house rental)
  • Luminary Display supplies (candles, sand, bags, and lighters) This past year we purchase a large tub to dry out the sand; it should last for many years.

The Progressive Dinner is financed by ticket sales.

4. Elect a New Board
The current Board is willing to continue serving, but we have three vacancies. Our bylaws state that a “Quorum at any meeting of the Association shall be ten percent of the voting members but in no event may constitute fewer than ten members. In order for a motion to pass, there must be a two-thirds vote by the voting members present.”
Motion by Milo, seconded by Jennifer to J. Brad Hardin and Jim Tedford to the slate carried unanimously.

3. Approve Minutes
February 24, 2021
Motion by Jennifer, seconded by Chris to approve minutes carried unanimously
4. Button for Payments
Expenses to operate a payment button:
  1. SSL Certificate is necessary and costs $6.67 per month; it is the “https” that you see.
  2. Blue Sky will help to set this up for $29 per month; one to three months should be enough.
  3. It looks like once we get set up “Stripe” through “Woo Commerce” will process payments at no charge to us.

5. Annual Meeting
The last Saturday in April at 10 a.m. at the College Hill Park was decided for the Annual Meeting. All members of the current board have agreed to continue to server.
6. Neighborhood Cleanup Saturday
Pickers, gloves, masks, and bags along with a list of streets to do will be located at 918 Hunter Lane. Come anytime after 8.
7. Discussion about other possible events
It was thought that by late summer or early fall we could resume events; outdoor events would be fairly safe.
8. Unit Pricing for Tree Services
Arbor Pro was suggested as a company to approach about this idea.
9. Other
  • A window/garden banner with our logo was displayed. It will be a nice way to show our inclusion in the neighborhood.
  • A central garage sale may not be possible this year, but we could have a neighborhood yardsale on a particular weekend
  • When we bring back some of our events let’s schedule them on consistent days such as always having the Fall Gathering on the last Sunday in October.

5. Food Truck Update
Notes from the Maryville City Council Work-Session of February 19, 2021 as it pertains to food trucks in residential areas:

City Manager Greg McClain outlined various possibilities from not allowed to anything goes. In between were food trucks hosted by neighborhood organizations and food trucks hosted by individuals. The discussion moved in the direction of some kind of a permitting system for individuals in a residential area.

One definite regulation is that food trucks may not park on residential streets for safety reasons. Likely regulations include limits on the number of times a food truck can be hosted on a particular property.

6. Annual Meeting and the Search for Board Members
We are waiting for the epidemic in our area to abate before scheduling an annual meeting. The current Board has 7 members. We need a newsletter chair, a treasurer, and a member-at-large to round out the current Board.
A new board will be voted on when we finally have our annual meeting.
7. Discussion about possible events
  • A neighborhood cleanup was scheduled for Saturday, March 27th. Supplies and a list of streets will be available at 918 Hunter Lane.
  • Maybe we can have a progressive porch party in late summer or early fall while keeping groupings small. Progressive-style events are not fundraisers; ticket sales defray the cost of the event.
  • We can still put out flags on the 4th of July
  • If a new ordinance allows it, we can have a food truck party.
  • Maybe we can have a weekend for neighborhood garage sales.
8. Unit Pricing for Tree Services
Can our neighborhood combine the needs of several homes in the neighborhood into a single project with the idea that a tree service company could give each of us a discount by having more than one job at a time?
The Board was amenable to this idea. Maybe we could get more than one quote for a consolidated tree service job.
9. Other
There was a concern raised about whether the City had any regulation on noise.

    These organizations are low in volunteers due to the epidemic.

6. Annual Meeting – Discuss Date and Topic
This year our meeting will be in an odd-numbered year so we have to elect our officers. According to our bylaws a quorum at any meeting of the Association shall be ten percent of the voting members but in no event may constitute fewer than ten members. In order for a motion to pass, there must be a two-thirds vote by the voting members present.
A possible meeting place may be Substance Solutions, at the Social, the top floor of Bill Cox Furniture, and maybe even the pavilion at Maryville College could work as it has a fireplace.

Jenifer wants to move ahead to set up the questionnaire for building the directory and will put recommended businesses in the directory as well.

6. Food Truck Discussion
Report on City Work Session: The Knoxville regulations were referenced as a guide to update Maryville’s code. The city seems interested in allowing food trucks in residential areas under certain circumstances.
7. Discuss Possible Events
Neighborhood cleanup Oct. 17 with Oct. 24 as the rain date pickup gear beginning at 9 a.m.
We can still review homes for best Halloween decorations.
8. Annual Meeting
How do we do this with a pandemic going on? A large space such as the Chilhowee Club could work. We need to have a good presentation and send reminder cards out. Presentation ideas include: a report on the progress of the food truck regulation update, invite new or existing downtown businesses to speak, maybe even have a business hop.
9. Other
  • A lifetime membership is something to think about, maybe they get a stone-like plaque with logo and address, maybe have tiers. On the flip side net income might drop because the only people who would buy into it would be the same ones who pay yearly. Having an easy way to pay such as a button on the website and/or automatic payment may be the way to go.
  • Fundraising – Our largest is the home tour. We may want to have a ghost tour next year and arrange for the tour guests to stay outside of the homes. The directory has always been a perk for membership.
  • Jeff and Chrissy McNaughton tendered their resignations. Chrissy explained that is was with regret and for personal reasons that they felt they could no longer serve on the Board. We do need an orderly transition for treasurer so Jim suggested putting off the immediate resignation of Jeff.

2. Food Truck Events
Food trucks provide an opportunity to socialize and enjoy new foods while keeping our distance. But according to current city code we may not do this.
◊ Friday, July 17th the HCHNA had scheduled a food truck at the corner of Stanley Ave. and S. Court St., but a complaint forced the food truck to leave. This was a surprise because a similar food truck event in June was not stopped. That’s when the Association learned that it was actually illegal to have food trucks in any residential area.
◊ Mayor Taylor explained that when the Food Truck Ordinance was originally approved it was restrictive with the idea that it is easier to ease restrictions than it is to increase them. He explained that the City was willing to work with residents to modify the city code. A coming work-session later in August can address the issue.
♦ Motion by Ann, seconded by Arian to form a subcommittee of Jim V. and Chris H. to look into the process of updating the food truck code carried unanimously

    iii. Is used for the preparation, sale, or donation of On-site Prepared Food;

    v. Does not exceed thirty-five (35) feet in length and nine (9) feet in width; and
    vi. Is not eligible for an exemption under this Article.

    ii. Residential Districts.

  • June 25 Pops’n Tees event from 7 to 9 p.m. at the College Hill Park. The Pop’s Food truck sells gourmet popsicles. If the Pop’s Food Truck cannot come then we can just make ice cream. We will sell our College Hill tee shirts. One idea is that if someone buys a tee shirt then they get a tee shirt. Publication of the event will be via Facebook, the website, and the sandwidch signs.
  • We are looking into a barbacue food truck. We don’t have a July meeting, but we can approve an event by email

8. Other
  • Toilet issue – a house on Indiana Ave. has had a toilet on its porch for months. Information about the house and the code enforcement officer will be circulated to the neighborhood in the hope that the toliet on the porch can be removed.
  • Some people are concerned about the yearly fees that are at $35 so there was consensus to have a senior citizen rate of $25; the dues were frozen for 15 years previously. Some people were confused about the nature of the Association thinking that they are paying out money without getting anything back. But, the dues are used for things that benefit the entire neighborhood. The year the directory came out was a good year for dues. Check into putting a donation button on the website. Maybe some members can “adopt” a family and pay their dues.

A new welcome letter has been created, but we need money for folders. Included are gift cards to local restaurants.

View survey form There was a discussion about what questions to ask; the survey will be used to put together a local directory. The Board should take the survey and make suggestions.

  • There is a vacant home on Indiana with a great deal of clutter on the porch including a toilet. Ask the city if anything can be done about this.

9. Montvale Project Discussion
This project has been in the works for a long time with several changes. There are still concerns about safely crossing the street. Two crosswalks is just not enough with a three-lane road because although traffic should stop for individuals in the crosswalk it does not reliably stop and students from east of Montvale would need to cross Montvale on their way to one of three schools. Montvale Road also poses a challenge connecting the greenbelt on either side of it. The greenbelt is used by members of the public beyond just the College Hill District.

A more dependable way to cross is sought. A stoplight, an overpass, or an underpass would accomplish this. A subcommittee of Chris Hackler, Anita Blatnik, and Jim Volk formed to work on this issue further.

  • Bricks R Us sent samples. They have options such as putting the logo on the bricks. A list will be provided to get caught up on brick orders.
  • HCHNA tents are in bad shape so we may want to purchase additional tents.

Local Historic District — National Register Historic District
Kelly Dugan begin by distributing literature on the difference between local historic districts and buildings that are on the national register as well as a map of the College Hill District.

We live in a local historic district called College Hill that was established in the 1990’s. It is a geographic area roughly bound by S. Court St., Wilson Ave., Montvale Rd., and Goddard. The purpose of this type of designation is to protect the historic nature of the neighborhood through a design review process. Modifications to the exterior of homes must be approved by the Historic Zoning Commission (HZC); applications are available online at https://www.maryvillegov.com/boards-and-commissions.html. In the future it may be possible to receive administrative approval for small changes and so not need HZC approval.

In our district contributing buildings are those built before 1950 that have not been altered in such a way as to remove the historic nature of the building. If a building is restored after the district was established, please let Kelly Dugan know about this change so that it can be counted as a contributing building. Kelly updated the group about the home at 341 Indiana Ave. It was originally a single-family home but then was cut up into a number of apartments. The rules of the district are clear in that if a building is unoccupied for a set period of time the building must revert to its original use and such is the case with 341 Indiana. An electrical permit was issued for one of the apartments so that work to restore the home may proceed.

The National Register is a list of properties deemed worthy of preservation. A national register historic district does not come with the protections that a local historic district has. There are some tax incentives to improve the listed buildings as long as those buildings are income-producing.

Observations — Residents of College Hill have noticed that there are large piles of debris on the right-of-way at times. The city collects these but only at designated times; the debris is not supposed to be put out until the day before pickup and it should not be mixed with brush. Part of the problem may be that there are many rentals in the district and move-out dates are frequently at the beginning or the ending of the month while bulk collection is mid-month. Kevin Stoltenberg said that he would discuss the problem with the sanitation director. Problems with debris should be reported to Debbie Yarnell at dyarnell@maryville-tn.gov or (865) 273-3508. Non-conforming construction should be referred to Kelly Dugan at ksduggan@maryville-tn.gov or (865) 273-3502. The Neighborhood Association may also convey complaints to the city, but it has no enforcement authority.

Montvale Road Project —Kevin Stoltenberg explained that currently the plan is to expand Montvale to three lanes with sidewalks on both sides; the west side will have a wider sidewalk to accommodate bicycles. A cross walk will be added approximately midway between Indiana and Miller avenues; this is in addition to the crosswalk at Goddard Ave. The crosswalks will have a refuge island in the center lane with clear signage; someday there may be some sort of beacons to alert drivers. No stoplights are planned.

Discussion —Pedestrian safety especially for children was the main concern. Busy streets bound the College Hill Historic District on the east and west and there are no stoplights on either side of the district to connect pedestrians with areas beyond the district. Mountain View Avenue travels west off of Montvale Road and leads directly to an elementary school and indirectly to both the high and middle schools. There was fear that drivers would not see students in time to stop if just a crosswalk is available.

It may be time to change up the progressive dinner for some other event such as wine tasting; we can discuss this further in December.
7. Other
  • Participation is a problem. We may be lacking in communication and people are busy. We should publish a yearly calendar and perhaps do more leg work to inform the neighborhood about our existence. We may want to invest in some advertising; Ryan had some ideas regarding this.
  • Turnout for the Fall Gathering was low. Weather may have been a factor and the start time was earlier this year. Next year’s date for this event will be before Halloween. We are considering inviting other local groups. As a side note we’ve added apple cider to the menu.
  • We should set the calendar at the December meeting after consulting other calendars for conflicts. We should have some sort of spring event, it can be different from year to year. We may want to consider a cemetery tour.
  • Ask city to add a traffic calming zig zag to slow down traffic on Indiana, Wilson, and Waller.
  • It would be nice to have a HCHNA Tree at the Blount County grounds for Christmas and maybe one in College Hill Park as well.
  • We have three spare banners; perhaps we could find additional places in the neighborhood to display them.
  • Add commemorative bricks to the December agenda.

2. Financial Update
  • Overall:
    The current balance is $6,079.29. We want to have our books audited; it may be possible to have a Maryville College student do this.
  • Home Tour Results:
    We netted approximately $900 to $1,000 – It was benificial to overlap with Maryville College events. Information about each home on the tour was printed on a large postcard with the picture of the home on one side and a description on the other side.
    We may want to distribute the remaining cards at Maryville College’s Homecoming Game. Homeowners would have the option of showing their homes.
  • Fall Gathering Budget: $60 for 60 hotdogs plus $422.65 for other items including the bounce house, sour cream, hot sauce, taco sauce, shredded cheese, chopped onions, peppers, and Fretos. We will need to check on whether we can have a fire; if so, we need to get the fire going an hour before the gathering. We also need to promote the cake walk and the chili cookoff; include vegetarian varieties. We agreed on a new rule; whoever won last year becomes the house chili and not eligible to compete in the current year.
  • Lumminary Budget: All we need is sand and that is inexpensive. Assembling the luminaries begins at 1 p.m. on Sunday, Dec. 22 at 918 Hunter Lane. We can advertise on Facebook.
  • Annual Meeting Budget: We spent $200 last year; we will look into renting the Chilhowee Club or the Wright House.
  • Total Dues: 37 homes paid dues at $35 each for a total of $1295.

  • Recipe books: We can start collecting recipes at the Fall Gathering. It could be sold as a fund raiser and it would be fun. Maybe have the recipe contributer write out part of the recipe in their own handwritting. Break up the recipes in sections according to type of food. Add a story about the recipes to add interest.
  • Neighborhood directory: We need to assemble a list of questions we need to ask, we could even collect information about a possible recipe. Let’s get a questionair ready by the Fall Gathering and set a day to work each street.
  • We need to circulate rules about boats parked on the street.
  • We need to get caught up on brick orders. Bricks are $12 each. We may want to contact Cut In Stone, ElDorado, Texas or Bricks R Us for engraving.
  • Stone: We could have a stone installed at the College Hill Park with our logo on it.
  • College Hill Park has gotten a face lift with new major plantings including trees and shrubs.
  • Create a page on the website where people can purchase bricks, tee shirts.
  • Look into more banners for the neighborhood.
  • Look into vintage stop signs. It was felt that more stop signs are needed.

5. Home Tour Details
Large post-cards with a photo of a particular home on one side with the details of that home on the back side were well recieved by visitors. The cards were an inexpensive and flexible way to present the information. Doing a tour every other year may be a good time frame. We can coordinate with Maryville College and do specialty tours such as a haunted tour just to keep the event fresh.
6. Fall Gathering: Sunday, Nov. 3 from 1 to 4 p.m.
This event may move to 918 Hunter Lane
7. Further discussion of the request of the Young Life Organization
The Young Life Organization would like to purchase a home on E. Goddard for their organization.
Discussion: The idea that this group would need parking for up to 50 cars struck the board as excessive. Young Life would need an exception to use the home for their organization and the board felt that this would weaken the historic district.
8. Other
  • Michelle resigned from the Board due to personal circumstances and the Corner Market will no longer be available for the monthly board meetings.

  • Vienna Coffee House was suggested as a venu for the annual meeting in January.

Earlier that day Todd Hasson sent his regretes that he would no longer be able to serve as treasurer.
Jeff McNaughton said that he would be willing to serve as treasurer.
The next week the Board voted to accept Todd’s resignation and the appointment of Jeff as treasurer in an e-vote.

7. Repurpose of a home in the neighborhood
The Young Life Organization would like to purchase a home at 108 E. Goddard Ave.

Paul Law explained that Blount County Young Life has had a recent donation to purchase a home. The organization wants to use this home as an office, training center, and a place for the club to meet although they also meet in other places. The church accross the street would provide parking. The biggest group would be meeting Monday night and involve perhaps 50 cars. The outside would remain unchanged and they would keep the gazebo. Since leaders for their activites are drawn primarily from students, a location next to Maryville College would allow easy access for these students.
Since this home is in a historic district, the organization would need an exception for this use. They have spoken with the Histric Zoning Commission, but have not made a formal application. They are seeking our input.

  • Kelly Duggan Maryville’s Community Development Department agreed to speak at our annual meeting in January.
  • With the influx of new renters has come parking problems; there are now boats parked on Stanley, a car with a flat tire, and a car parked on the grass. We need to find out the rules about parking and let the neighborhood know what they are.
  • The new street lights provide good security because they are so bright, but they also produce a lot of glare
  • The Board expressed a desire to purchase a brick in memory of Richard Bishop.

4. Home Tour Results
Details of this were deffered to September’s meeting. In spite of the rain the attendence was good. The cards showing each home with the description on the back were popular and economical. It may be better to not date the cards and tickets. Vistors heard about the event on WBIR and The Daily Times. The postcard and ticket designs are saved on Vistaprint.
5. Fall Neighborhood Cleanup: Saturday, Sept. 21 from 10 a.m. to 1 p.m.
Hasson family will put out equipment on their front porch. If discarded needles are found call the police rather than handling them.

Offices up for election: 2 members-at-large, one for a two-year term and one for a one-year term, plus a one-year replacement for the Social Chair

There are two member-at-large positions serving two-year terms, but one is elected in even years and the other on odd years along with the rest of the board.

At the last Annual Meeting Jeff McNaughton was elected for a one-year term for the even-year member-at-large so we need to elect an even-year member-at-large; that person will serve until 2022.

Chris Hackler moved into the empty Welcome Chair position from his member-at-large position when he still had one year to go so Michelle Bishop volunteered to finish that out. That means that there is a need for an odd-year member-at-large; that person will serve until 2021 when the rest of the board is up for election.

8. Other
  • 341 Indiana update: The heirs prefer to sell the home split up into apartments whereas the City has determined that it should revert to a single-family home.
  • Magnolia Cemetery: communication to let neighborhood know when major changes are coming such as cutting down large trees might be worthwhile.
  • Wine Tasting: We have done this in the past and may want to do this every few years with the next time possibly spring 2021. In the past we used the Chilhowee Club, but we could use private homes to save on expenses. We would need a draw such as a story teller or a musical group.
  • College Hill Park needs needs edging around the corner flower bed to to contain the mulch
  • Planters on Wilson could slow the through traffic, but the City is unlikely to approve this.

4. Home Tour
The home tour is scheduled for Saturday, June 8, 1 to 5 p.m. with six homes on the tour. Each home has a connection to Maryville College.
Discussion: Details for Saturday were worked out at the Home Tour Meeting which met prior to the Board Meeting. Since tickets may be purchased at any site on the Tour each site will need cash-on-hand. There was publicity to promote the tour including and “Alive at Five” segment. Signage will direct visitors along the path in addition to a map.
Motion to authorize the Treasurer to disburse $100 per site for a total of $600 by Jennifer and seconded by Laura carried by 8 votes with the Treasurer abstaining.
5. Report on April 13th Neighborhood Sale
The Sale raised $244. Expenses included re-usable signage and flyers. There was a good turnout and people found the map useful.
6. Saturday, June 1 Freedom Picnic
The turnout at College Hill Park was low, only about 45 to 50 , even though the weather was excellent; Jennifer won the ice cream contest.
7. Other
  • Supplies for the flag display will be on the porch of the Volk Home on Wednesday, June 26.
  • Motion to authorize the purchase of 3 gift cards from Maryville Corner Market at $50 each for a total of $150 made by Laura, seconded Ariane and carried unanimously
  • There was a complaint about emails being used to solicit business; we will use a blind copy from now on.
  • The Social Chair would like to step down and will help train the replacement; there is a checklist for each event to make the job manageable.
  • Lynn Hurst’s father passed away at 100.
  • A house at 341 Indiana was being converted back to a single-family home from a multiple-unit house by the owner, but the owner has died and the heirs want to reconvert the house back to multiple apartments.

4. Home Tour

Details are coming together for this event. Maryville College would like to create a podcast regarding the Bicentennial tour. Tom Taylor will be in it to represent the Bicentennial. There was interest among the Board to represent HCHNA; the time commitment is about 30 minutes. A cost-effective way of presenting information on each home is through postcard-sized cards at each home. One side will feature a picture of the home while the other side a brief description; it would be good to add our logo to the card. The price is $30 for 50 postcards; it may be less with a larger order. Chilhowee Club should also be on the website map. Ariane and Adam’s home is a backup tour home.

Volunteers are needed at each home to collect tickets and help the homeowners with the guests. We may have the Vienna Coffee House truck available for refreshments.

Also on Saturday, someone in the neighborhood wants to set up a table at the corner of Cates & Indiana for children to build art pieces from recycled items.

5. Home Tour
Saturday, June 8, 1 to 5 p.m.
All the homes have a connection to Maryville College for this tour. The final list was reduced to 6 with 1 optional home in case it is needed. With the total time of four hours for the tour the number of homes must be limited. There were 7 homes in the last home tour in September of 2016.

Tickets are $15 each or 2 for $25. In the past Local realtors have contributed to our Association when they had homes listed on the home tour. We have had a home tour about every two to three years.

6. Flag Supply
We have 137 presentable flags and we need 160. Additional flags will be purchased and all flags and digging tools will be on the porch of the Volk home, 918 Hunter Lane, by Wednesday, June 26.

7. Communications and Block Captains
At our last meeting we discussed different ways to reach our neighbors including a simple post card listing dates of upcoming events, street captains, and the Nextdoor web community. Postcards will go out tomorrow to property owners to let them know of upcoming events and how to contact us.
Sabrina volunteered to be the block captain of N. Clark and Clarion. Duties of block captains include alerting the welcome chair about new people in the neighborhood and help with events.
8. Other
  • One host has turned in reciepts from the progressive dinner.
  • There does not seem to be an adequate way to inform homeowners that their home is in a historic distric of the rules concerning governing home projects.
  • The seal on city manhole covers might be a good design for a sticker.
  • AT&T is upgrading certain areas with fiber.

4. Progressive Dinner Update
Discussion: The dessert created by the Days was simply amazing; the expense was covered by dinner fees. This year the each host home had assitance; this cut down on paid diners since hosts and preparers do not pay, but it made preparation much easier. This dinner has never been used as a fund raiser, we just don’t want to loose money on it. We hosted 135 guests and the list is slowly growing.

6. Home Tour Update
The tour plans had included 8 homes, but was pared down to 5 or 6 with a Maryville College connection. To improve walkability the homes are grouped along Wilson, S. Court, Indiana and Hunter. Tickets may be purchased at any home and the visitor receives a paper map. Detailed information will be displayed on an easel at each home and on our website. Booties will be available protect the flooring, velvet ropes will protect rooms, and a “please no photography” sign will protect privacy of the home owners.
7. Yard-sale Planning
Chrissy and Jeff McNaughton will host the group sale on Saturday, April 13 from 7 a.m. to 2 p.m. at their home, 103 Stanley; proceeds will benefit the Association. Individuals can stage their own sales the day before then bring unsold items to the McNaughton home; all unsold items will be donated.
8. Spring Cleanup
Set for Saturday, March 23 from 10 a.m. to 1 p.m. — Supplies will be on the porch of the Hasson home, 206 Indiana.
9. Other
Communication to and participation of the neighborhood —
Sending newsletters to all residents in the neighborhood is expensive and may just end up being wasteful. A bulletin board in the park was suggested as a means of communication. Also postcards to non-email members might be a way to communicate better. Having the meetings here, at the Corner Market, might encourage more people to engage with the Neighborhood Association.

4. Progressive Dinner Update
One hundred twenty five invitations have been sent for the Feb. 23rd dinner. The invitation includes a reminder about dues and a note about possibly non-host cooks contributing to the dinners. The board will contribute appitizers in a coordinated fashion to ensure variety. The dessert house should also have a nice punch as well as wine.
This event is not a fund raiser; funds are used to purchase wine and offset the cost of food to dinner hosts. Next year’s dinner fee may increase by $5 to $25, but there should be a senior discount.
5. Neighborhood & Park Cleanup
March 23rd from 10 a.m. to 1 p.m. was selected for the cleanup. Supplies and street sign-up will be on the front porch of Hasson home, 206 Indiana Ave. Perhaps a scout troop could be intereted in helping. The park will be handeled separately. Chris Hackler will head up this effort.
6. Neighborhood Sale
Saturday, April 13th from 7 a.m. to 2 p.m. was selected for the sale. Items can be taken to the McNaughton home the day before the sale.
7. Home Tour Update
The tour is planned for June 8th and we will need volunteers to help.
8. Annual Meeting Survey
To improve communication mail newsletters twice per year mailing beginning this summer. Since printing in color is costly maybe produce a black and white newsletter to resemble an old-time newspaper. Distribute door hangers for important announcements. The newsletter will continue to be published online quarterly.
9. Set Time and Place for Meetings
We will have all board meetings at the Maryville Corner Market beginning next month. Different board members will be responsible for snacks each time. The board will pay for wine and beer. The December meeting will focus on a recap of the year.
